Minister of Energy and Energy Industries, Dr. The Honourable Roodal Moonilal, and Minister in the Ministry of Energy and Energy Industries, the Honourable Ernesto Kesar, along with Permanent Secretaries (Ag.) Ms. Karinsa Tulsie and Mrs. Ava Mahabir-Dass, Mr. Marc Rudder, Chief Technical Officer and Ms. Ayasha Nickie, Director, Downstream Petroleum Management Division met with representatives from Halliburton Trinidad Limited and Noble Corporation. The meeting took place at the Ministry of Energy and Energy Industries’ International Waterfront Complex Head Office on Monday 9 March, 2026.
The executive team from Halliburton included Mr. Jeff Miller, President and Chief Executive Officer, Mr. Francisco Tarazona, Senior Vice President, Latin America, Mr. Franco Delano, Vice President, Caribbean, Mr. Santiago Zambrano, Operations Manager, Halliburton Trinidad and Suriname and Mr. Shivanand Pancham, Business Development Manager, Halliburton Caribbean. Representing Noble Corporation was Mr. Robert Eifler, Chief Executive Officer.
The Honourable Ministers were presented with updates on ongoing work in Trinidad and Tobago and the Latin American and Caribbean region being undertaken by both companies. The Ministry expressed appreciation for the continued engagement and interest by both companies in Trinidad and Tobago’s energy sector and acknowledged Halliburton’s longstanding presence of more than seventy years in the country. Discussions focused on ongoing collaboration, and future opportunities to strengthen partnerships in support of Trinidad and Tobago’s upstream and energy service industries.
The Ministers reaffirmed the Government’s commitment to maintaining a stable and competitive investment environment and emphasized the importance of continued collaboration with key industry stakeholders to support sustainable growth and development of Trinidad and Tobago’s energy sector.
