Approval of Partnership between ExxonMobil and Occidental Petroleum in TTUD-1 Ultra-Deep Block

Today, Monday 8th June 2026, Dr. the Honourable Roodal Moonilal, Minister of Energy and Energy Industries, the Honourable Ernesto Kesar, Minister in the Ministry of Energy Industries, together with Acting Permanent Secretaries Ms. Karinsa Tulsie and Mrs. Ava Mahabir-Dass met with representatives from ExxonMobil Trinidad and Tobago Limited and Occidental Petroleum (Oxy) at the Ministry of Energy and Energy Industries’ Head Office, International Waterfront Complex, Port of Spain. The key highlight of the engagement was the Honourable Minister’s approval of Oxy’s investment in the TTUD-1 Ultra-Deep Block which was awarded to Exxon Mobil in August 2025. This partnership of these two global energy giants marks a significant milestone in the advancement of Trinidad and Tobago’s upstream energy sector, as announced by the Honourable Prime Minister, Kamla Persad-Bissessar SC, MP at the opening of the Second Session of the Thirteenth Parliament last Friday.

The executives included Mr. Paul Riley, President, ExxonMobil, Mr. Pedro Romero, Vice President of International Exploration, Oxy and Mr. Gboyega Ayeni, Business Development Manager, ExxonMobil. Also in attendance from the Ministry were Ms. Kim Ackee, Legal Officer II who served as witness to the signing, as well as Mr. Keon Dube, Senior Geophysicist and Mr. Dave Mungal, Senior Energy Analyst (Ag.).

Subsequent discussions with the representatives of ExxonMobil and Oxy built on the recent engagement with the Honourable Prime Minister in May 2026 and focused on ongoing projects, future investment opportunities, and efforts to sustain momentum in exploration and production activities, for the mutual benefit of both companies and Trinidad and Tobago.
